Every year, TriMet updates this five-year plan. While we work on delivering on the Actions in our current year Business Plan (see below), we are developing the Business Plan that will start July 1, 2025. The Draft is available for review and comment now. Please provide any comments by Friday, March 14, 2025 to lehtoa@trimet.org or 503-962-2136.
TriMet’s Business Plan is a strategic plan for meeting the expectations of our riders and our community. It helps us:
- better define our goals
- identify whether we are making progress with measures and targets
- define our efforts with strategic actions
Every year, TriMet updates this five-year plan to keep us focused on connecting people with valued mobility options that are safe, convenient, reliable, accessible, and welcoming for all.

Note: The Business Plan for FY2021 was finalized in March, just as the impacts from COVID-19 were really starting to be felt. Now, the Key Strategic Actions have been updated to reflect our new budget outlook as well as a new Key Strategic Action, while still focusing on longer-term, strategic needs.
